Old Winchester Rd. in Winter
We will be posting here the various components of our Annual Town Report as they come in. Most will be in .doc, .pdf or .jpg format. The ultimate goal is to get the reports to Warwickians quickly.

A few years ago (after 120 years), because of a broken part, the town clock stopped chiming the hours. The time side still functioned okay. A couple of years ago it was decided to look into repairing the clock. Three clock restorers were asked to assess the damage and give the town a quote for repairing it. All recommended a complete cleaning and overhaul of the entire clock and submitted quotes to do so. The town meeting appropriated the money and the Board of Selectmen awarded the job to Philip D'Avanza Clock Repair of Manchester, NH. In the fall of 2007 the clock was placed out of service and completely dismantled. During that winter Phil cleaned, restored and/or replaced all of the parts. In February 2008 the time side was placed back in service and the strike side was restored to working order. It is now working fine.
Some of the cost has been offset with donations. One very large donation came from Nick Arguimbau (who is a descendant of the Clapp family which originally donated the clock to the town). Others came from members of Nick's family and George Day. As the restoration took place some volunteer time (about 60 hours total) was provided by George Day, Bob Day, Travis Softic, Justin Lyman, and Jim Toth.
HIGHWAY DEPARTMENT NEWS
by Tim Kilhart
Letter from Tim Kilhart regarding Village Center Plowing
The winter season continues to be kind to us with minor snowstorms that we have been able to take care of. Our snow and ice budget is doing much better compared to last year. We continually wash out the trucks to get the sand and salt off of them to prevent corrosion.
We are still cutting brush on Bass Rd. and making excellent progress on that road. We will continue to work on Bass Rd. and try to finish that road.
I have received many compliments from the residents on the conditions of our roads this winter. I appreciate the time people take to let us know that they are pleased with our work. I pass along this good news to the rest of the crew as well. We have even had many out of town and out of state people that have complimented us on our roads. We love the positive feedback from everyone.
As always, the highway crew continues to maintain and make improvements to our roads. Drive safely and have a nice day.
I went to a National Grid storm preparedness meeting and they suggest that when anyone loses power they should call 1-800-322-3223 or 1-800-465-1212 to report it. They isolate the problem by referencing the calls they receive to narrow down the location of the problem in order to fix it promptly. If you take the time to call in an outage then hopefully it be fixed in a timely manner.
Finally after 3 years of work, the Select Board, Mass DOT and the Registry of Motor Vehicles have approved the updated speed study. The highway department has installed all the new signs around town to reflect the accurate speed limits. Please take heed of these new signs, as the police department will be enforcing these new speed limits, which is what people were asking for.
