The Board of Assessors has placed the Warwick Property Record Cards on-line (see above) on a state maintained website that is used by many other towns. These are public records that are currently available at the Town Hall during business hours. Business hours are limited. One of the primary reasons for posting these records to the website is to allow insurance, real estate professionals and others to obtain the public records without waiting to talk to someone in the office.

The Board of Health will be locating a locked plastic container to collect plastic grocery bags. Selectperson, Patricia Lemon, made this suggestion and the Board agreed that this might help collect many of the plastic grocery bags. We also encourage you to shop with cloth bags and want to let you know that many major grocery chains such as Market Basket and Hannaford's will accept your clean plastic bags. Containers in Hannaford's are near the bottle redemption center.

Please be reminded that you need a sticker on your vehicle to gain entrance to the transfer station. New stickers will be needed in January 2012 and these stickers are available at the library and at BOH meetings or from the town coordinator. Vehicle stickers are $20 yearly and only one per family is needed.

There has been a question of having the transfer station open on Wednesday afternoon-evening more often. We are taking this under consideration and when the days start to lengthen, this will be re-visited. At this time, with no lighting at the transfer station, our attendant tells us there would be no way we could operate on Wednesdays at this time. We will review opening the transfer station the day after a holiday if this should prove feasible. Once again, non-profit groups in town should submit their lists of activities so that they can do the proper paperwork to receive long-term food permits.

Please be advised that certain transfer station fees have changed for dropping off bulky waste. It is costing us about $1000 to get a dumpster transported and emptied. We must pay transportation and our cost is also based on weight. To try to offset some of this expense we have raised group A ($40) and group B($60) as well as large wooden bulky waste fees($20 per c.y.). We will also be charging $25 each for rugs or rug pads (they must be cut into strips no wider than 4 feet).The new fee schedule is in a holder outside the BOH office at the town hall. We will need to re-evaluate these fees in December to see if the changes are enough to cover the costs of removal.

We are entering an electronic waste recycling partnership with Green Monster recycling. Please see the list. It is important to check with the attendant as most of these items can go in the roll-off container until we accumulate a load. See the attendant for directions! If you re-cycle carefully, you should be able to cut your costs for the transfer station while helping us to spend less money on transporting these materials.

Due to issues with composting, we are asking that no composting materials be brought to the Transfer station for the foreseeable future.

Please remember that you can only use Warwick Trash Bags at the transfer station after January 1, 2011. This decision was made in 2009 and was publicized in the newsletter as well mentioned at the annual town meeting. Even with this advance warning, if you bought too many stickers you can exchange them for Warwick Trash Bags (1-1) as long as you do it at a BOH meeting. December meetings are the 1st and the 15th and those are your last opportunity to trade stickers for bags. You must have a transfer station sticker after Jan. 1, 2011 if you plan to use the transfer station. These stickers may be purchased at the library, from the town administrator during his office hours or from the BOH at their meetings. Stickers are valid for the calendar year (January. 1, 2011 to December 31, 2011). The revised fee schedule for bulky waste costs will also go into effect in January, 2011.

Thank you for your input on the proposed transfer fees for the 2011 calendar year. We have made some adjustments based on your suggestions. The new fee list will be in effect for 2011. Note that we expect your family to only have to buy one transfer station sticker. We suggest that you laminate it onto a cardboard that you can place in your window. This will not attach it to any one vehicle and will allow you to change it to a different family vehicle on occasion.

Transfer station stickers will be available at the town hall, library or transfer station starting in December. You will need them the first time you visit the transfer station in 2011. Please also notice that we are asking that materials be cut to 4 foot lengths. This reduces our trucking costs as we will be able to put more into a dumpster and therefore have material trucked less frequently. When we transfer material out of the landfill we pay for this removal based on trucking costs and weight. Anything that we can do to minimize either of these costs helps us to make the transfer station self-sufficient. It is also important to pay attention to where you put your wastes. Be sure to sort properly, mixed loads cost us extra money.

Remember that town imprinted bags are the only bags that can be used at the transfer station after January 1, 2011. If you have purchased stickers, we will at our 2 December meetings be willing to exchange stickers for bags on a 1-1 basis. You are encouraged to buy your bags at the town hall or library. Anything purchased at the transfer station costs 50 cents more per item. No transfer of stickers for bags will be given at the transfer station. You must make these exchanges at the BOH meetings either the first or third Wednesdays in December. We are, as promised, making a smaller sized bag available for anyone who finds that they are not using a large bag each week. Many of you do not want to keep trash your trash longer than 1 week. Smaller bags have been ordered and we will alert you when they arrive. Smaller bags will be available at the reduced cost of $1.50 (town hall or library) and $2 at the transfer station.

Hopefully access to the compactors is getting to be a little easier. We have rented another compactor with rental fees going toward its purchase. If we compact more, we can send fewer loads or send 2 loads at a time to the regional landfill - this will save us money!

We have purchased ( as opposed to renting) a sani-can for the landfill area and are investigating having a new shed, which will allow the transfer station a larger viewing area, built by the Franklin County Tech school students. We will keep you updated on this event!

We are now turning towards a more efficient method for disposing of bulky wastes. After researching area towns, we have come up with a new schedule which measures bulky wastes in terms of cubic yards. This will make it easier for both you and the transfer agent to price these items. We are attaching a proposed fee schedule for your input prior to a BOH vote. Your input should be in writing (delivered to BOH mailbox in the town hall) or by email to boh@town.warwick.ma.us . We will be reviewing any suggestions at our August 25th meeting.

All calls to the BOH should go through the town hall. Our number is 978 544-6315. Our secretary, Linda Smith, will see that your concerns are put on our agenda. If you need an inspection, we will make every effort to coordinate these inspections at a mutually convenient time. We have voted to have the transfer station open during the summer months of July and August during Wednesday evening from 5-8 PM. Our final Wednesday at the transfer station will be the Wednesday after Labor Day.

Trash Bags

Town of Warwick trash bags and stickers will now be $2.50 for Bags and $3.00 for stickers, when purchased at Town Hall, the Warwick Library and Kulicks Supermarket.

The cost of purchasing bags and stickers from the Warwick Transfer Station will increase to $3.00 for Bags and $3.50 for Stickers. Please pay by check. This will go into effect Saturday, March 6, 2010.

Mattresses and box springs are now $40.00.

New 2012 Dog Licenses will be available starting March 1.

Presidential Primary is Tuesday, March 6. Polls will be open 7 a.m.- 8 p.m. at the Town Hall. Last day to register to vote or change party affiliation for the Primary is Wed., February 15.

If you want to check your voter registration status, or Party, contact me or leave me a message at 544-8304 and I will get back to you. Remember in a primary, you can only vote in one Party's election.

If you are registered as a Democrat, you must take a Democratic ballot. If you are registered as a Republican, you must take a Republican ballot. If you are registered as a "U" (Unenrolled) voter, you can choose either a Democratic or Republican ballot. After you vote as an Unenrolled voter, your status will automatically revert to U again, without signing papers as we used to do at primary elections.

So a reminder to Democrats, if you want to vote Republican on March 6, you need to change your voter status to Republican on or before February 15. Then you can change back after the election. There are voter registration cards on the table in lobby of town hall to change your Party affiliation or register for the first time.

Absentee Ballots for the Primary should be available by the time this is published. If you want one, or you want one for your college students away during election, I need an absentee ballot application from the voter or a family member or a written request for same, with voter's name, Party ballot requested, for which election requested, and complete address to send absentee ballot to.

You can send them to me now and as soon as I have the request I will send ballots out, so they get returned and counted. Feel free to call me at home or office and let me know. If you want your vote to count, please don't wait until the last minute. Ballots are sent by mail or can be hand picked up and delivered or you can vote in my office, but if you are out of town, remember the mail takes a while.
